In 2009, the city of Missoula was the first major city in Montana to consider banning cell phone usage while driving — but the legislation failed to pass. On October 22, the city council will consider anew legislation banning cell phone usage behind the wheel, with exceptions being made for hands-free devices. The majority of the populace seems to be in favor of it. If passed, for the first three months of this ordinance police officers will only be allowed to issue warnings to violators. That way, residents can be educated before being fined.
