The Transportation Research Institute of the University of Michigan recently conducted research which found that the city of Los Angeles suffers from incredibly heightened rates of bicyclist and pedestrian deaths. At the national level, 11.4% of traffic fatalities are incurred by pedestrians and cyclists, but in L.A., that rate jumps to almost 33%. Part of the problem might be the fact that only 1% of transportation improvement funding goes toward these types of traffic even though 20% of people in the area travel in such a manner.
