One of the biggest issues facing states that have outlawed cellphones at the wheel is catching people engaging in that act. And although California’s recent crackdown on such behavior shows that officers are having no problem finding people to hand out tickets to, it should be noted that New York has had success with using unmarked patrol cars. The vehicles, carrying the moniker Concealed Identify Traffic Enforcement, have been unrolled throughout every county in that state. Members of the State Police have talked up the vehicles’ ability to blend in with other vehicles. They say that people have a tendency to use cellphones but then just put them away when a cop car is spotted, a situation eliminated when the vehicle doesn’t look like a cop car.
